Friday's Selloff Is A Buying Opportunity For This Fast-Growing Energy Services Consolidator

World Fuel Services (INT) had a significant selloff Friday after reporting earnings. Earnings came in a penny above estimates, but revenues were light by around $400mm, even though it grew revenues some 80% in FY2011. I first bought INT back in May when it was trading around $35 a share. These shares were called from me (I sold covered calls on my position at a $40 strike price). The selloff gave me a chance to sell some slightly out of the money puts, and hopefully I will either pick up the premium and/or pick up these shares at a lower price.

Key drivers for World Fuel's long term earnings growth:

  • Its key marine customers are growing due to increasing world trade. The combined carrying capacity of oil tankers, dry-bulk carriers and container ships more than doubled over the past 15 years.
  • It is five times larger than its closest competitor, yet still has just 5% market share in this very fragmented industry. Consolidation should fuel growth for the foreseeable future.
  • It has a best in class balance sheet and no commodity price risk. As it acquires smaller competitors, it should continue to gain economies of scale and better prices from its suppliers.

4 reasons INT is still a good buy at under $44 a share:

  • Despite a terrible economic backdrop, the company has grown earnings at a 22% annual clip over that time span.
  • World Fuel has beat earnings estimates for at least twelve straight quarters and is selling at just 13 times forward earnings.
  • INT is a "Strong Buy" at S&P with a $54 price target. It also has an "Outperform" rating and a $56 price target at Credit Suisse.
  • World Fuel is projected to solid earnings growth going forward as it continues to grow by acquisitions and consolidates the industry. It made $2.72 in FY2011; analysts project it to make $3.03 in FY2012 and $3.38 in FY2013.

Why Glee's Grant Gustin Hopes Sebastian Is the Heir to the Sue Sylvester Throne (omg!)

One day after Glee aired its winter finale ? which included an attempted suicide, a win at Regionals, a near-exchange of matrimonial I do's, and a surprise car wreck ? Grant Gustin was back at it, auditioning for film roles while the regular cast shot its next episode.

At the moment, Gustin doesn't know the fate of his controversial alter-ego Sebastian, the smarmy Warbler introduced as this season's threat to New Directions. Karofsky's tragedy appears, for now, to have shaken him of his diabolical ways, but up until then, well, to paraphrase Santana, Sebastian seemed to have been borne from such '80s jerk-offs as Pretty in Pink's Steff (James Spader) and Some Kind of Wonderful's Hardy (Craig Scheffer).

"I'm on an episode-to-episode basis, so as of now, I haven't filmed anything for the return in the spring," Gustin told TVGuide.com. "It's all up in the air right now, and I have no idea what's next for him to be honest."

A month ago, reports surfaced that Gustin, whose professional credits include the Broadway revival of West Side Story and more recently an episode of CSI: Miami, would be promoted to a series regular next season. But that isn't a done deal. "They have an option on me," Gustin said. "Basically, if I am to be back next year, that's most likely what would happen. But they haven't asked me back yet, and I don't know if that's going to be the case."

But does Sebastian deserve an encore? Gustin, 22, says he hasn't been given a backstory for the guy outside of his likes ? ?lacrosse, Lima Bean, Scandals, Courvoisier ? ?and he doesn't deny that the guy's been pretty uniformly awful. But rather than looking to outright bad guys, he says he drew inspiration from Coach Sue (Jane Lynch). "I wasn't playing the '80s villain thing," he said. "Actually, the first thing I obviously thought to channel was the energy that Jane Lynch brings to Sue Sylvester. We've seen her softer side, and she does both mean and soft in this incredibly honest way. So I tried to do that. I tried to think, OK, this guy believes everything he's saying, and maybe he's doing it for insecure reasons or maybe he's just that confident. I just tried to be honest about it."?

And just as Sue has been revealed gradually ? ?through her sister, romantic relationships and a bout of depression ? ?Gustin hopes the same might be done for Sebastian. "There are plenty of possibilities if they do bring me back," he said. "What happened to Karofsky hit very close to home for him. It shocked him into reality, I think. I was surprised it happened so soon. I don't know if the snarkiness is gone now or if he's a nice guy, but seeing a different side of him is exciting."

But Glee still has a lot of work to do if they're going to try and ingratiate the guy who nearly blinded Blaine (Darren Criss) with fans. "After the Michael Jackson episode, after that slushie... yeah, everyone hates Sebastian," Gustin laughed. "It's hard sometimes, but I guess that's the point. I just have to appreciate that." And while it made sense for Blaine to join New Directions once he and Kurt became a couple, none of the writers have communicated a Season 4 Sebastian game plan to Gustin. He and the other recurring actors ? ?including Vanessa Lengies and Damian McGinty ? ?are called back on an as-needed basis.

"It's very last-minute, but that's not their fault. They've got a huge cast and an unbelievable amount of material and people that they're working with," Gustin said. "The fact that it's last-minute, you just have to understand and respect it. It's been crazy, though. I was in Virginia visiting my family when I found out I was gonna be in the 'Michael' episode, and they asked if I could be in the studio the next day. I said, 'Sure!' and got on a red eye that night. It's just the way it is, and you kind of roll with it because it's an amazing experience."

President Obama took the microphone Tuesday to sing a few bars of 'Sweet Home Chicago' during a blues concert at the White House. Are Mick Jagger and B.B. King in danger of being upstaged? You decide.

"Let the Good Times Roll".... "The Thrill is Gone".... "Sweet Home Chicago." A Republican recipe for ending Barack Obama?s presidency after one term? Not quite. It was blues night at the White House, and those were on the play list.

More important, B.B. King was in the house, and when Mick Jagger (yes, that Mick Jagger) handed President Obama the microphone Tuesday night, that was all it took to get the First Crooner to belt out a few bars with the King of the Blues (see video below).

Buddy Guy, another legendary blues man in attendance, told Mr. Obama he?d heard about the president singing a little Al Green recently and added, ?You gotta keep it up,? according to the Associated Press.

The concert, timed for Black History Month, was the latest in the ?In Performance at the White House" series and will air Monday on PBS. This one is called ?Red, White and Blues.?

i'd wait until i was willing to put my big girl pants on and talk about it.

if that happened, and i wanted to get married, i'd bring up the conversation. i don't expect someone to propose to me without having any idea at all if i'd be interested in a marriage first.

"marriage" as an abstract isn't important to me at all. i don't have any need or desire to be married for the sake of dwelling within that institution. i'd like the LEGAL FUCKING RIGHT to be married, for sure, but it's not terribly important to me. i would certainly, however, consent to marrying a particular person. and if they weren't willing to marry me? then i'd be obliged to date them for the rest of my natural life instead. i don't need the validation of a marriage, i see it instead as a protection.

if you yourself value marriage, and you are wondering if your current partner will ask or not, perhaps you should broach the subject. ask them if they want to get married (make it clear that this isn't the proposal), even.

i think the wedding band is useful as a means of communicating when someone is off the market. the wedding band has stopped me from making moves before. i'd be slightly annoyed if someone didn't wear it.

Iran is to host a high-level team from the UN nuclear watchdog on Monday as part of efforts to defuse dire international tensions over its atomic activities through dialogue.

But other words being spoken in Israel, the United States and Britain ? and Iran?s defiant moves to boost its nuclear activities ? underlined the prospect of possible Israeli military action against the Islamic republic.

Iranian Foreign Minister Ali Akbar Salehi on Sunday said his country was keen to quickly resume mooted talks with world powers, once a place and date were agreed.

The last talks collapsed in Istanbul in January 2011, but Iran has responded positively to an EU offer to look at reviving them.

?We are looking for a mechanism for a solution for the nuclear issue in a way that it is win-win for both sides,? Salehi said.

But he added that Iran remained prepared for a ?worst-case scenario?.

Such a scenario ? war ? remained very much the subtext of a visit to Israel on Sunday by US National Security Advisor Tom Donilon.

Israel has been gripped by feverish speculation in recent weeks that it is closer to mounting a pre-emptive strike on Iran?s nuclear programme, though Tel Aviv has denied reaching such a decision.

The United States, while itself not ruling out a military option against Iran, was publicly being seen holding back its main Middle East ally from taking such drastic action.

?I think it would be premature to exclusively decide that the time for a military option was upon us,? the chairman of the US Joint Chiefs of Staff, General Martin Dempsey, told CNN.

?The US government is confident that the Israelis understand our concerns,? The Jerusalem Post newspaper quoted Dempsey as saying in the CNN interview.

British Foreign Secretary William Hague also warned on the BBC on Sunday: ?I don?t think the wise thing at this moment is for Israel to launch a military attack on Iran.

Israel?s calculations will have taken into account an announcement by Iranian President Mahmoud Ahmadinejad last Tuesday that his scientists were boosting uranium enrichment, notably by adding 3,000 more centrifuges to a facility at Natanz.

Iran also appeared to be about to install thousands of new centrifuges in another, heavily fortified enrichment facility near the city of Qom, a diplomat accredited to the UN nuclear watchdog told the BBC.

Iran says the enrichment is part of a purely peaceful civilian nuclear programme.

Western nations and Israel, though, fear it is part of a drive to develop the ability to make atomic weapons.

A November report by the UN nuclear watchdog, the International Atomic Energy Agency, strongly suggested Iran?s programme included nuclear weapons research.

The IAEA delegation due in Tehran on Monday is to hold two days of talks with Iranian officials on those suspicions.

A previous visit on the same issue at the end of January, though, yielded no breakthrough.

?I?m not optimistic that Iran will provide much more information because I think any honest answers to the IAEA?s questions would confirm that Iran had been involved in weapons-related development work and Iran wouldn?t want to admit that for fear of being penalised,? Mark Fitzpatrick of the London-based International Institute for Strategic Studies told AFP.

The report states overall personal bankruptcy in Canada decreased from 20,696 in the second quarter of 2011 to 18,611 in the third quarter.Across the Canadian provinces, the largest reductions in personal bankruptcies occurred in Nunavut (-33.3 percent), Ontario (-10.9 percent), Quebec (-9.7 percent), Alberta (-9.3 percent), and Newfoundland/ Labrador (-8.7 percent).

?The latest data shows a steady trend in Canada that bankruptcy is on the decline and Canadians are taking more control over their financial future,? said David Smith, Trustee in Bankruptcy, and Co-Founder of Personal Bankruptcy Canada, Inc.?We are working with more and more Canadians to help them reduce their debt, and hopefully, avoid bankruptcy by filing consumer proposals, among other options.?

Consumer proposals are court-approved debt repayment arrangements allowed for by a provision in Canada?s Bankruptcy and Insolvency Act. During the third quarter of 2011, the number of consumer proposals filed increased more than six percent over the second quarter.

The proposals are filed with the Canadian courts through a Trustee in Bankruptcy. If accepted, the proposals allows individuals and businesses to control their debt without filing bankruptcy, and at the same time, pay a portion of their debt, which is agreed upon by their creditors, over a pre-determined period of time.

Mr Iggy Bassi, co-founder of? GADCO Ghana Limited, producers of copa rice, called on small-holder rice farmers in the country to adopt modern agriculture practices so that their produce could meet international standards.

He said the company would bring into the country its international partners to train small-holder farmers in the Volta Region and provide better seeds and create local and international markets.

Mr Bassi told Ghana News Agency in Accra on Friday that: ?small-holder farmers are not poor by choice, they simply lack resources and access to markets ? both local and international.?

He called on African Governments to support small-holder farmers with funding.

Mr Bassi said the company, which was co-founded with business partner Mr. Toks Abimbola, was currently operating at Fievie in the Volta Region, and hope to expand its operations to the other parts of the country.

He noted that Ghana imports about 500 million dollars of rice annually and consumers demand high quality rice, and there was the need to incease local production.

Mr Bassi said the company partnering with some private institutions in Brazil to help small-holder rice farmers in Ghana.

He said: ?Ghana needs to be a strong producer of quality rice and work hard to create regional export markets ? to achieve this it needs key international partners to help build the capacity of Ghanaian farmers.?

GADCO was established four years ago to produce consumer foods in West Africa through innovative community-based partnerships aimed at linking small-holders to markets.

If you're looking for a customizable gallery site for your digital photos, or want to try to sell images online, SmugMug is a very capable option. But SmugMug's interface looks outdated compared with Flickr's seamless one, and its community is dwarfed by Flickr's, which has abundant ways of exploring the work of and connecting with other photographers of every interest type. What's more, Flickr and most other competitors offer a free account option, while SmugMug has a minimum $40-per-year membership fee.

Signup and Setup
Though SmugMug offers no free account like Flickr, Picasa, PhotoBucket, and others do, there is a free 15-day trial, and thankfully, this doesn't require credit card info. You can sign up either by entering and email address or through Facebook Connect. Right when you first sign up, you get a personalized URL at the smugmug.com domain. Next, you name your gallery, choose a category for it (over 60 choices, from Airplanes to Zoos, with Births and Funerals in between.) Or you can create a category name of your own. The gallery gets its own URL, using a slash after your main one.

Your homepage in SmugMug by default shows your user picture and any biographical info you've supplied, followed by thumbnails for your galleries. You can add horizontal entries for slideshows, individual large photo views, communities, a keyword tag cloud, or most popular or recent photo. You can easily move any of these sections up and down on your homepage. It's more configurable that Flickr or Picasa's, but one basic behavior I prefer in those two competitors is that the basic site URL takes you to your own gallery dashboard page; in SmugMug, this takes you to SmugMug's advertisement page.

Uploading
SmugMug offers drag-and-drop uploading on its site if you're using an HTML5-compliant browser, where Flickr requires installing a desktop uploader app for that. Both also let you upload via an email address. If you use standard software like Adobe Photoshop Lightroom or Apple Aperture, though, none of this matters, since both services have included publish exporters. SmugMug does offer a good deal of third-party integration, but most apps, like the popular iPhone image editors are more likely to have built-in uploading to Facebook and Flickr than to SmugMug, and Flickr's flourishing App Garden makes SmugMug's look tiny.

Video
One area SmugMug beats Flickr is in video hosting: You can upload videos of up to 20 minutes, compared with Flickr's 90 seconds. Then again, if you're going to do that, why not use the free YouTube or Vimeo sites? Flickr's HD video quality is among the highest I've seen, so the shorter limit makes sense. Flickr's video capability is more for "long photographs" than for video. The SmugMug video player offers "Stretch" and "HD" options. SmugMug reported being done with the uploads very quickly, but when I tried to view the images online, a "Processing" icon displayed in place of the image thumbnail.

High definition video looked great in both services. Both also let me download the video, but in SmugMug it came back with a 3,279 Kbps bitrate, wheras Flickr sent a much higher-quality 24 Mbps bitrate file. Audio was similarly compressed, even though I'd chosen "Hidef" from the SmugMug download menu.

Organizing
After you upload images to a SmugMug gallery, you're simply taken to the gallery. Flickr, by contrast, offers the chance to add titles, captions, and tags right after uploading. You can add these from links at the bottom of an image view in SmugMug. An even bigger missing tagging component is SmugMug's lack of face tagging, for which both Picasa and Flickr offer strong implementations.

SmugMug does offer a Map This button, which does a nice job of showing where your image was taken on a Google Map if the location data was included?as is the case for most smart phones. But again, competitors offer deeper map integration, showing a map thumbnail alongside the photo on its page, and Flickr even shows a world map where you can browser your own or all members' photos. For the ultimate in photo mapping, though, check out Panoramio.

Galleries
SmugMug's galleries of your uploaded photos and videos show the thumbnails of all gallery content on the left, with a larger image taking up the right sides of the browser window. Under the photo are Tweet, Facebook Share, and Facebook Like buttons. When you hover the mouse cursor over the image a flyover panel slides from the right side, offering Thumbs Up and Down, other viewing sizes, EXIF information, and a folder icon for downloading.

You can change a gallery's appearance by choosing among SmugMug's 70-odd themes at any time. But this seems more of? MySpace style approach, while Flickr and Picasa offer a more Facebook-like approach?choose one consistent, well designed interface for everyone's photo galleries.

Clicking on a picture opens a larger version that takes up most of the window, but unlike Flickr's equivalent view, SmugMug still displays the distracting menu bar across the top, with size choices, purchase options, and social buttons. I did like how SmugMug's Slideshow button switches the browser to full screen mode automatically.

Menendez Bill | Credit for Home Building | Atlanta Real Estate Forum

The National Association of Home BuildersNational Association of Home Builders (NAHB) recently commended Sen. Robert Menendez (D-N.J.) for introducing the Home Building Lending Improvement Act of 2012, legislation to help restore the flow of credit for new housing production in order to create jobs, meet rising housing demand and bolster the economic expansion.

?We applaud Rep. Menendez for sponsoring this bill and leading the effort in the Senate to end the severe credit crunch for home building that is needlessly idling residential construction workers and hampering the housing and economic recovery,? NAHB Chairman Bob Nielsen, a home builder from Reno, Nev., said while attending the International Builders? Show in Orlando.

With new housing inventories at or near record lows in many parts of the country, builders should be gearing up to produce homes to meet sizable demand from pent-up household formations and the growing list of metro areas on the NAHB/First American Improving Markets Index whose economies are recovering.

Unfortunately, banks have largely cut off home builders from the credit they need to finance new projects or complete those still underway.

Resolving this situation will enable home builders to start rebuilding the economy. Constructing 100 average single-family homes creates more than 300 jobs, $23.1 million in wages and business income and $8.9 million in taxes and revenue for local, state and federal government. And there is a considerable economic ripple effect from there. New home building contributes to the local tax base, which supports schools, police, firefighters and road construction in municipalities across the land, and most of the products used in home construction are manufactured here in the United States.

Similar legislation to resolve the ongoing credit problems for home builders was introduced in the House last year by Reps. Gary Miller (R-Calif.) and Brad Miller (D-N.C.). H.R. 1755, the Home Construction Lending Regulatory Improvement Act, currently has 87 House cosponsors.

?Without access to financing, small home builders cannot keep their doors open, let alone meet the rising demand that is emerging in scores of markets across the nation,? said Nielsen. ?The Menendez bill will help address the housing production credit crisis and establish an effective foundation to help housing regain its health, contribute to job growth and strengthen the economic expansion.?

Insight: Arms and men out of Libya fortify Mali rebellion (Reuters)

DAKAR/KIDAL, Mali (Reuters) ? Equipped with heavy weapons from Muammar Gaddafi's looted arsenals, the Tuareg-led rebels who assaulted the town of Aguelhoc in northern Mali last month overwhelmed the remote garrison.

Fighters hardened by combat in Libya swelled the ranks of the desert insurgents who in their first attack on January 18 surrounded the local army base with machinegun-mounted four-wheel drive vehicles. They destroyed army communications, local cellphone towers and laid down a barrage of mortar fire.

After cutting off water supplies and ambushing resupply convoys, they came back a week later to overrun the base.

"They had the advantage of being more numerous, being better armed and having better logistics, including satellite phones," a Malian government soldier who took part in the fighting told Reuters on condition of anonymity.

"It is the sad truth," he added.

As the anniversary of the February 17 uprising against Gaddafi approaches, Mali and other states to the south are paying a price for the revolution by Western-backed insurgents in Libya.

The flood of weapons and fighters out of Libya has now added to an arc of insecurity across West Africa, stretching from Boko Haram Islamists behind a spate of lethal bombings in Nigeria to al Qaeda allies who have targeted Westerners and armed forces in the Sahel all the way to Mauritania in the north.

Mali is no stranger to rebellions - this is the fourth led by the Tuareg nomads of the north since independence from France in 1960. The last ended only in 2008.

But this time the turbaned rebels' arsenal includes SA-7, SA-24 and Milan portable missile systems, according to the Malian soldier who faced them.

And rather than just melting back into the desert after an attack, the new firepower has emboldened them to take on the army on three fronts and resist helicopter gunships.

A Malian defense ministry official, who also asked not to be named, said the rebels were equipped "just like Libya's army", with heavy machine guns on four-wheel drive vehicles, anti-tank and anti-aircraft rockets as well as light weapons.

"In other rebellions, they have been under-equipped," said Jeremy Keenan, a Sahara expert who has long studied the Tuareg.

"These guys back from Libya have heavier arms and they know how to use them," he said of the MNLA, or National Movement for the Liberation of Azawad.

This is the name the rebels give to the homeland they would like to carve out of three regions in Mali's north.

It is the latest security challenge for a Malian government 1,500 km (900 miles) away in Bamako, which has already failed to stop allies of al Qaeda implanting themselves on parts of its remote north and using it as a base to hold Western hostages.

Since the fighting in Mali erupted in mid-January, dozens have been reported killed on both sides and at least 60,000 civilians have fled their homes in a Sahel region already facing a humanitarian crisis from the latest of its recurrent droughts.

Anti-terrorism training and cooperation between the Malian government and key allies like the United States and Algeria have been disrupted. The fighting could also force Mali to postpone a planned April 29 election.

Bamako accuses the MNLA of joining forces with al Qaeda's North African wing, AQIM, in the Aguelhoc attack. Several soldiers involved said they faced bearded fighters in Afghan-style dress. One resident who helped bury the dead said more than 115 soldiers were killed, many with their hands bound.

The MNLA rejects the charges, accusing the government of seeking to discredit it and scare the West.

OASIS CONCLAVE

While decades of frustrations over unfulfilled peace deals and underdevelopment simmer in Mali's north, the trigger for the emergence of the MNLA, a force estimated by diplomats and analysts to be 1,000-strong, was the fallout from Libya's war.

Three months after Gaddafi's death, Libya's new leaders are still struggling to impose their authority on the country and do not have full control of their borders that have been leaking arms and fighters into neighboring states to the south.

As Gaddafi's regime collapsed, hundreds of armed Malian Tuareg recruited into his army over the years started returning home, where job prospects are bleak and the national government holds little sway.

Some handed their weapons back to the Malian authorities and have since become civilians or joined the army. Others didn't.

In October, these fighters gathered in the oasis settlement of Zakak in hills by the border with Algeria. They were joined by career rebels, Malian army deserters and young, internet-savvy activists in a conclave that gave birth to the MNLA.

Some of those who returned from Libya were recently hired guns. But many, like Colonel Mahamed Ag Najim who is now the MNLA's top military commander, are battle-hardened veterans who served in Gaddafi's ranks for years.

They were joined by men who fought under late rebel leader Ibrahim Ag Bahanga, who died in a car crash last year just as he was laying the groundwork for the rebellion, and by members of the homegrown youth-led MNA movement that emerged in 2010.

"This year we have all the generations together," senior France-based MNLA official Hama Ag Sid'Ahmed said by phone.

Adding to Bamako's woes, Tuareg soldiers who were integrated into the Malian army after the last rebellion and have an intimate knowledge of the local terrain have deserted in their droves, Malian officials say.

As the well-armed newcomers drifted home late last year, the government dispatched delegations to try and head off trouble. The group that rejected government appeals to hand over weapons went on to form the rebellion's core.

A Reuters journalist who visited one of the groups in Mali that decided to hand over their weapons saw four-wheel drives mounted with 14.5 mm machineguns and multiple rocket launchers.

"They feel strong because they have the weapons and are ready to use them," said El Hadj Baba Haidara, parliament deputy for the northern town of Timbuktu, who took part in the talks.

"When we heard their tone and saw them planting the (Azawad) flag, we suggested (Bamako) should act quickly to open talks but also make military preparations ... But the government wasn't quick enough," Haidara added.

AMBITIOUS BID FOR HOMELAND

Tuareg nomads who roam the vast desert spaces between Mali, Niger, Algeria, Libya and Burkina Faso have resisted central authority since colonial times. But previous rebellions have sought more local autonomy and integration of Tuareg fighters into the army rather than outright independence for Azawad.

Capturing the ambitious new mood of the insurgency and citing last year's creation of South Sudan, Africa's newest state, the pro-Tuareg website www.toumastpress.com declared in a December editorial that is was "now or never".

The rusty old weapons that let down Kaocene Ag Gedda, a hero in the anti-French colonial struggle in the early 20th century, had been replaced by the Grad rocket launchers and other heavy weapons now in desert camps, the editorial said.

The movement has a slick PR machine, with a regularly updated website and easily contactable Europe-based spokesmen.

Mali has rejected any talk of an independent state. The rebels, who represent some, but not all of the Tuareg, let alone other communities in the north, have said they will target towns, one by one, until they have created their northern homeland in the regions of Kidal, Gao and Timbuktu.

Yet prospects of broader support for their cause appear dim. Libya's new rulers, busy with their own problems, are unlikely to mimic Gaddafi's penchant for meddling in Tuareg affairs.

Algeria, which retains a strong influence to its south, is looking to improve cooperation with Mali, especially in the fight against local al Qaeda cells. Its state oil company Sonatrach also has interests in Mali's section of the Taoudeni Basin, in the north, though exploration has not begun.

Algerian officials have confirmed they are hosting talks between Mali's government and some Tuareg leaders. But the MNLA has denied sending any representatives to the meetings and shown no sign of listening to international appeals for a ceasefire.

Niger's Tuareg, who have in the past sometimes linked up with those in Mali, appear unlikely to revolt. They are better represented in the central government and fewer Nigerien Tuareg returning from Libya were able to keep hold of their weapons.

"Ultimately, they are surrounded by countries who won't support any independence movement so the best they can hope for is greater autonomy and a decent pay package for the leaders," said one diplomat who is following the conflict closely.

DISTRACTS FROM ANTI-AL QAEDA FIGHT

Yet even if the rebellion is unlikely to succeed in creating a new Tuareg state, it is a direct challenge both to Mali and the international fight against al Qaeda cells and trafficking gangs that have made the desert north their stamping ground.

The mingling of Islamists in the multi-million dollar ransom economy fuelled by kidnapping Westerners and the trafficking of cocaine and other goods have forced the region onto the West's security agenda.

A second diplomat said that while Mali's military may be facing a more muscular rebellion than ever before, independence was an "unattainable goal" and the rebellion could be resolved through a political solution.

"The bigger existential threat to Mali is the threat of international drug trade and terrorism," the diplomat said.

Washington has tried to bolster Mali's army, providing $17 million in military aid over the last year to equip and train forces in everything from desert warfare to winning hearts and minds. European nations have offered their help too.

But many of these men and much of this equipment are now likely to be diverted to tackle the MNLA, not Islamists.

A Reuters reporter travelling on February 4 on the road south from Kidal saw convoys of Malian soldiers heading north to reinforce units there, many travelling in trucks Washington had provided last year for counter-terrorism operations.

Operation Flintlock, an annual U.S.-run counter-terrorism training operation in the Sahara, was due to take place in Mali next month but will have to be delayed due to the rebellion.

According to www.magharebia.com, a North African news website sponsored by the U.S. military, a small unit of Algerian trainers dispatched to Mali's north to train and equip local units has since been forced to leave due to the fighting.

"That is the sort of coordination and movement that is being diverted (by the rebellion)," the second diplomat said.

REBELLION, CRIME AND JIHADISM

For those who fear fragile governments in the region are losing control of their desert zones, the question is where the MNLA fits into the complex web of groups, including al Qaeda cells, international traffickers and local bandits, who have filled the void out of reach of the distant central government.

The Tuareg do not have any ideological links with al Qaeda's North African wing, AQIM. But family ties and sheer opportunism mean that clear distinctions are hard to come by in a zone where rebellion, crime and jihad regularly overlap.

Iyad Ag Ghali, a former rebel who served briefly as Mali's Consul General in Saudi Arabia before returning home to turn his hand at hostage-negotiations in the north, is a case in point.

Ag Ghali has since formed an Islamic movement yet diplomats say his only concrete link with al Qaeda is through a cousin who is a local commander. Diplomats and analysts say at least some of his men seem to have fought with the MNLA in recent fighting.

The rebels say they have recruited several dozen Tuareg gunmen who had previously been with AQIM.

Local alliances and loyalties often appear as shifting as the desert sands that blanket the hostile Sahara wastes.

"Today, no one really knows who is with whom," said Haidara, the parliamentary deputy from Timbuktu.

Pa. rep. convicted on 5 counts in corruption case (AP)

HARRISBURG, Pa. ? A jury on Monday convicted a senior Democrat in the Pennsylvania House of Representatives on all but one of six charges in the latest corruption trial stemming from a five-year investigation into the use of taxpayers' resources for political purposes.

Rep. Bill DeWeese was convicted of felony counts of conspiracy, conflict of interest and three counts of theft, while the Dauphin County jury acquitted him of one other theft count.

The verdict, reached early on the third day of deliberations, struck a grave blow to the 35-year career of the former floor leader who also once served as House speaker. A woman seated with DeWeese's family cried out when the first guilty verdict was announced.

DeWeese's lawyer vowed to appeal. DeWeese said he intended to keep his House seat ? despite a constitutional provision interpreted to bar any felon from serving in public office ? and continue his re-election campaign in his southwestern Pennsylvania district.

"I certainly feel that I did nothing wrong," the 61-year-old DeWeese told reporters.

"I believe that, in the court of public opinion, I shall be favorably received to some substantial degree. That's up to the voters, but I certainly will continue to run," the Greene County lawmaker said.

Lead prosecutor Ken Brown said he was pleased by the verdict and that state sentencing guidelines recommend a sentence between nine and 16 months behind bars for each count. He said the conviction will cost DeWeese his House seat and state pension.

"He's a convicted felon and convicted felons, once they're sentenced, can't sit in the General Assembly," said Brown, a senior deputy attorney general. "If he wants to spit in the face of the jury's verdict, I guess that's his prerogative."

County President Judge Todd Hoover, the trial judge, set sentencing for April 24, which is also the date of Pennsylvania's primary election.

Under House rules, if DeWeese does not resign by the time he is sentenced, a resolution calling for his expulsion will be drafted and put to a vote, according to Steve Miskin, a spokesman for the House speaker.

Any House member may introduce a resolution to expel DeWeese prior to sentencing, but "we do not consider him convicted until sentencing," Miskin said.

During seven days of testimony, prosecutors relied heavily on testimony by people who worked for DeWeese at his Capitol office in Harrisburg and his district office that campaign work was an integral part of their jobs.

Those witnesses included DeWeese's former chief of staff, Mike Manzo, who testified against his ex-boss and is awaiting sentencing under a plea deal in which he pleaded guilty to reduced charges. Another key witness was Kevin Sidella, a former aide who handled DeWeese's political fundraising and was granted immunity from prosecution.

DeWeese oversaw hundreds of caucus employees during his two decades as the House Democratic leader, but said he delegated responsibility for day-to-day operations to others, including Manzo and the then-No. 2 caucus leader, Democratic whip Mike Veon of Beaver County, who is serving a six- to 14-year prison term after being convicted in a related case.

DeWeese said he advocated compliance with rules barring political activity on state time and realized only after the probe began in early 2007 that many employees were not filing required paperwork to show that their campaign activity was on their own time.

More than 30 friends and supporters turned out to testify ? some collectively ? in his defense, and DeWeese himself testified for more than three hours.

As he left the courthouse Monday, DeWeese suggested that his trial was unfair because it was held in the state capital instead of the hardscrabble, rural district he represents. He had unsuccessfully sought to have an out-of-county jury brought in to handle the case because of pre-trial publicity.

"I think that a western Pennsylvania ... jury would have found me innocent," he said following the verdict. "I believe that Mr. Fina (Chief Deputy Attorney General Frank Fina, chief of the public corruption unit in the attorney general's office) wanted me tried by his peers, not by my own peers."

Republican Tom Corbett launched the investigation while he was attorney general and directed it until he was sworn in as governor last year.

Prior to his trial, DeWeese made no secret of his view that the investigation was a politically motivated move by "Corbett and his cronies," although DeWeese did not publicly criticize Corbett on Monday.

Brown said complaints by several defendants that the investigation is politically motivated are unfair.

"We've arrested and now convicted Democrats and Republicans. I don't see that there's anything partisan about that," Brown said.

Eleven other Democrats and nine Republicans, including former House Speaker John Perzel, have been convicted or pleaded guilty in the investigation, while two defendants were acquitted and charges against another were dropped.

The other defendant, former Rep. Stephen Stetler, D-York, is slated for trial later this year.
